Multiple programs that provide case management to clients in need of housing stability, outreach, advocacy, linkages to benefits and community resources.


Incumbent will be responsible for the daily operations of Rapid Re-Housing, Supportive Services for Veteran Families, and Medicaid Supporting Housing Programs in Snohomish County.  Incumbent will assure that all services will be in compliance with licensing standards and State and County regulations, along with the established CCSWW Housing Model policies & procedures.  Incumbent will ensure that all staff are trained and are following correct day-to-day procedures and that staff are updated on agency policies, QI, and contractual changes on a regular basis.


Position is F/T, 37.5 hours per week.


Pay is $43,855.50 - $48,789.00 Annually DOE, plus excellent holiday / vacation / sick pay and health benefits!

  • Upholds and models the CCSWW Mission, Insights, Key Action Steps and Principles of Leadership.
  • Supervises and reviews the performance of Case Managers, Navigator, Case Coordinators, Employment Specialist, Peer Navigator and Housing Specialist working in the above listed programs.
    • Provides clear, consistent and thorough information about agency goals, decisions, future planning, training of staff, etc.
    • Schedules staff and maintain coverage for housing programs.
    • Provides appropriate training to staff as required and assure staff compliance.
    • Assures that staff meets all documentation requirements and time-lines (includes IRIS/HMIS entries).
  • Ensure fiscal solvency of programs:
    • Works closely with the Associate Director of Housing to develop management reports for ongoing fiscal monitoring.
    • Reviews monthly revenue/expenditure reports.
    • Ensures that expenditures are within budgeted levels.
    • Participates in procurement of funds through contract renewal and grants.


  • Contract Compliance & Reporting:
    • Ensures program compliance with all licensing and contract requirements.
    • Ensures that program operation and documentation complies with contracts, auditing and all other applicable standards.
    • Develops and conducts ongoing program-auditing processes to ensure that program standards are maintained throughout the service area and across programs.
    • Responsible for collecting, compiling and dispersal of all program reports as required.
    • Notifies the regional HR Director of specific personnel requirements cited in the contract(s); e.g. background clearances, TB testing, licensures, etc.
  • Ensures that housing policies, procedures and other administrative duties associated with the housing programs are adhered to including the CCSWW Housing Model. Incumbent accomplishes this task by having appropriate ongoing meetings with CCS Housing staff as well as relevant community members.
  • Implements and administers housing programs that will adhere to Federal, State, County and other housing related regulations and grant outcomes. This includes reporting requirements, resident manager’s protocols, residential housing rules, life skills for residents, etc.
  • Implements program goals and outcomes to support residents in our housing services.
  • Works appropriately with the Agency clinical leadership to implement QA process.
  • Coordinates purchasing requests through supervisor and maintenance requests through the Regional Finance Director.
  • Attends community and other program related meetings as required by supervisor.
  • Utilizes computers and software programs to input, retrieve, verify and correct information. Prepares reports and correspondence for supervisor’s review and distribution to funding sources.
  • Participates in community relationships and networking.
  • Works closely and collaboratively with all members of Agency Management and Administration:
    • Provides direct service as needed:
    • Case management to clients.
    • Completes all required paperwork for client files and billing systems.
    • Maintains compliance with all appropriate requirements.
  • Other work related duties as assigned. 
  • HMIS – Incumbent is expected to develop proficiency in maintaining accurate client records in HMIS, the client tracking software application used by programs throughout the Agency.  




  • BA Degree in social services or related field PLUS 2 years program management, including the supervision of direct service staff OR
    • 3 year’s program management experience, inclusive of 2 years supervision of direct service staff.
  • Experience with homeless families and/or individuals.
  • Excellent verbal, written and strong interpersonal skills.
  • Must be highly organized and able to make independent decisions.
  • Strong facilitation, collaboration and team building skills.
  • Ability to counsel others to resolve disputes and mediates conflict.
  • Demonstrated ability to complete necessary documentation and instructions, following specific guidelines.
  • Reliable transportation, Washington State Driver’s License and Current automobile insurance.

  • Criminal History Background Checks are required prior to employment.


  • Master’s degree in social work, psychology, or related field.
  • MHP status.
