The Associate Director is responsible for the oversight of daily operations for all housing services in Snohomish County, as well as being the point person in the development of services and grant opportunities. Incumbent will ensure all housing programs are safe and supportive living environments.  Incumbent is responsible for maintaining close communications with Director of Housing Services Northwest to ensure all housing services will remain in compliance with state, county and CCSWW housing policies.  Incumbent is responsible for ensuring all housing leadership and staff are trained and are following day-to-day procedures, including updates on agency policies, QI, and contractual changes.



  • Upholds and models the Mission, Insights, Key Action Steps and Principles of Leadership for CCSWW.
  • Supervises and evaluates the performance of Housing Supervisors, Managers, Leads, and Case Managers.
  • Provides leadership and direction for existing and new staff in Housing Programs.
  • Maintains professional knowledge and expertise necessary to perform in the functional areas of housing administration and management.
  • Provides direct program management support for Sebastian Place.


Ensure fiscal solvency of programs:

  • Working with Director of Housing Services to develop management reports for ongoing fiscal monitoring.
  • Review monthly revenue/expenditure reports
  • Ensure that expenditures are within budgeted levels.
  • Participates in procurement of funds through contact renewal and grants.


Contract Compliance & Reporting:

  • Ensure program compliance with all licensing, contract requirements and outcomes.
  • Ensure that program operation and documentation complies with contracts, auditing and all other applicable standards.
  • Develop and conduct ongoing program-auditing processes to ensure that program standards are maintained throughout the service area and across programs.
  • Responsible for collecting, compiling and dispersal of all program reports as required.


Attend community and other program related meetings as required:

  • Establish working relationships with community agencies to ensure client access to other services are available.
  • Develop working knowledge of the local Continuum of Care 10-Year plan.
  • Develop along with agency leadership strategies for increased housing opportunities.
  • Work with agency leadership to ensure appropriate staffing protocols are established, followed and maintained.
  • Work in collaboration with agency leadership to develop and implement training curriculum for housing staff members.
  • Ensure program goals and outcomes are implemented to support clients in our housing services.
  • Perform other work-related duties as assigned.


  • HMIS – Incumbent is expected to develop proficiency in maintaining accurate client records in HMIS, the client tracking software application used by programs throughout the agency.  Proficiency includes entry of data into the client record, the editing of information as needed, and the printing of reports within HMIS.



  • BA in social services or related field, PLUS 2 years’ experience with progressive management and supervision; OR 5 years of progressive experience in a Management / Supervisory position.
  • Fiscal management experience.
  • Experience with housing and working with diverse populations (i.e., with those experiencing chronic homelessness, substance abuse or mental health issues, etc.).
  • Ability to establish and maintain effective working relationships.
  • Ability to plan, organize and execute projects involving diverse agencies and institutions.
  • Reliable transportation, current WA State Driver’s License & proof of current automobile insurance.
  • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services and a knowledge of and commitment to working within the Social Teaching of the Catholic Church.
  • Support and contribute to a creative, collaborative and respectful environment that promotes Teamwork.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Criminal History Background Checks are required prior to employment.


  • Master’s Degree.
  • Experience in a Social Services setting.
