  • Overview


    Catholic Community Services provides a variety of housing focused services to clients experiencing homelessness. Two of these programs, the Rapid Rehousing Program (RRH) and the Housing and Essential Needs Program (HEN), partners extensively with landlords to facilitate move-ins and provide ongoing stability support for formerly homeless clients. These programs utilize case management and flexible financial assistance to stabilize clients in market rate housing. These programs may also provide advocacy support on behalf of clients to ensure equitable treatment and proper landlord-tenant interactions.



    The Housing Locator (HL) position will be asked to provide outreach and liaison services to properties and owners in the King County area, while working collaboratively to find housing for clients currently experiencing homelessness. They will be asked to work as part of a team to better identify and recruit landlords to partner with CCS housing programs. They will also be asked to maintain existing relationships with landlords including the implementation of Landlord Mitigation Funds used to compensate landlords for losses incurred while working with CCS referred clients. This position will also be asked to maintain a Landlord Database for the purposes of better tracking and outreach to landlords.


    This is a full time, benefits eligible position at 37.5 hours per week. The rate of pay for this position is $18.37-20.44/hour DOQ.





    1. Conduct outreach and create partnerships with For-Profit and Non-Profit landlords/property managers in the King County Region
    2. Maintain relationships with partner or prospective landlords with an emphasis on identifying housing opportunities for RRH and HEN clients
    3. Represent Catholic Community Services in the community at large with an emphasis on engaging landlord/property groups
    4. Manage and track Landlord Loss Mitigation Fund to facilitate move-ins and encourage landlords to work with RRH and HEN clients
    5. Develop appropriate trainings to empower CCS staff to better advocate on behalf of their clients in the rental process


    Direct Service:

    1. Work with Housing Case Managers and clients to identify a housing plan and address potential barriers to housing
    2. Identify housing opportunities and notify Housing Case Managers based on client need
    3. Work with landlords and clients to facilitate the application and move-in process
    4. Assist with planning and implementing landlord appreciation efforts, landlord appreciation events and promotions.
    5. Assist with advocacy efforts in local and state policy issues that affect the private rental market
    6. Receive and respond to landlord concerns regarding housed clients. If a resolution cannot be immediately reached, quickly route concerns to appropriately parties
    7. Monitor landlord-tenant interactions for evidence of discrimination or unfair treatment
    8. Attend landlord and community meetings to recruit potential landlords, build relationships and represent CCS.



    • Update and maintain a landlord engagement database to better facilitate client housing search
    • Create promotional materials or handouts as necessary to advertise program



    General Responsibilities:

    1. Observe/follow confidentiality guidelines and client privacy.
    2. Maintain accurate record of hours worked and submit timesheets on schedule.
    3. Attend agency trainings as required.
    4. Participate as team member in staff and supervisory meetings as required.
    5. Perform other job-related duties as assigned.



    1. Bachelor’s degree in public  administration or business administration or equivalent work experience.
    2. Experience of familiarity with the King County rental market or other property management experience.
    3. Experience working with and understanding of data management systems.
    4. Excellent written and oral communication.
    5. Ability to manage and schedule responsibilities with little oversight.
    6. Commitment to embracing a team environment and the collaborative process.
    7. Commitment to working within the mission, goals and values of Catholic Community Services.


    1. Previous experiencing conducting outreach, development or marketing.
    2. 1 year of experience in property management, housing management, and/or real estate.
    3. Experiencing working with vulnerable populations or in the social service field.
    4. Fluency in second language that is spoken by a substantial number of King County Families.
    5. Bachelor's degree in public or business administration from an accredited college or university.



    1.   A combination of education/training, and documented knowledge/skills and experience may in some cases substitute for the BA requirement.
