  • Overview

    Benedict House offers emergency housing for single homeless men in Kitsap County. BH provides 24 beds and three respite care beds, case management, meals, and other essential supports for residents. This position supervises the daily operations of Benedict House, the respite care program, community & parish relations, and other Kitsap region family center coordination activities.


    The Program Manager position supports the daily operations of the Benedict House including client intakes, assessments, data collection and entry, and the maintenance of client records.  This position also provides supervision to all staff, coordination of volunteers, and development / maintenance of community/provider relationships. This position is responsible for approving and/or preparing reports; reviewing documentation for compliance with program guidelines; and both data quality and data completeness oversight.


    Major Duties And Responsibilities


    Recruiting, hiring, training, and orienting staff and program volunteers.


    Supervising staff and Volunteers

    • Scheduling and Organizing Staff
    • Arranging work schedules
    • Providing ongoing staff training
    • Meeting State Licensing Requirements for Supervision


    Responsible for Ensuring compliance with all applicable standards and funder requirements

    • Maintaining working knowledge of all licensing standards and funder requirements.
    • Timeley and accurate completion of all reports required by regulating agencies/funders
    • Maintain accurate records required by licensing standards and/or funders
    • Ensure adequate data management to meet all applicable licensing and funder needs


    Provide intake, orientation, information and referral services to clients

    • Maintain appropriate relationships with clients
    • Maintain extensive knowledge of local services available
    • Track client’s progress through communications with communtiy partners as applicable


    Communicate and enforce program policies and procedures.

    • Maintain extensive knowledge of program and agency policies and procedures
    • Provides effective orientation to clients, interns, and volunteers as needed
    • Provides verbal and written reinforcement of policies and procedures as needed


    Work to foster an attitude of support and safety for clients

    • Respect confidentiality
    • Encourage mutual respect
    • Listen and respond to concerns
    • Monitor facility to ensure safety


    Coordinate client service provision

    • Ensure completion of daily intakes
    • Provide supervisory oversight of client file content
    • Coordinate staffing of clients


    Maintain client files, logs and other records

    • Conforms to policies relating to recordkeeping
    • Performs and logs bed checks as required
    • Ensure client progress and meeting of goals


    Model and teach independent and interactive living skills

    • Maintain an appropriate and professional demeanor
    • Speaks openly and honestly with clients
    • Foster mutual respect and admiration among staff, interns, volunteers and clients


    Keep facility clean and in good working condition

    • Monitor and perform routine maintenance as needed
    • Sweep, vacuum, and otherwise clean as required
    • Notify supervisor of any repairs needed


    Program development/operations

    • In cooperation with supervisor, engaging in fundraising, solicitation of donated items, grant writing, program development, and public relations (as both a program and agency representative)
    • Developing systems to track client services and outcomes and adopting Best Management Practices
    • In cooperation with supervisor, monitoring financial performance and ensuring operations remain within budget
    • Regularly review and update policies and procedures as needed, and communicating such changes to staff, licensor, and others as needed
    • With support from the SW Administration team, ensuring that the facilities and supplies necessary to carry out all services are available as needed (to include addressing maintenance/repair, supplies ordering, and other duties as needed)


    Provide for on-call crisis response

    • Personally responding to crisis events as needed
    • Identifying qualified individuals to be on-call as needed


    Subregional QI Duties

    • Attend CCSSW QI Group meetings and other QI gatherings as scheduled
    • Assist program staff in the Kitsap region in understanding and implementing QI processes
    • Assist program staff in the Kitsap region by providing file and process reviews as needed
    • Participate in QIP implmentation in Kitsap region as needed


    Other duties as assigned.

    Minimum Qualifications

    • Bachelor’s degree in social services or a related field, or commensurate experience in social services management.
    • At least one year of experience in direct provision of social services, preferably with people experiencing homelessness.
    • Understanding of problems homeless people often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
    • Excellent written and oral communication.
    • Good office computer skills, with ability to maintain complex client records.
    • Demonstrated ability to develop and implement policies and procedures that comply with contract requirements.
    • Commitment to working within the mission, goals and objective of Catholic Community Services.
    • Applicant must successfully pass required background checks prior to an offer of employment.
    • Must have reliable transportation, valid driver’s license, and automobile insurance.
    • Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract)
    • Proof of negative TB test upon hire or proof of test within past 12 months.

    Preferred Qualifications

    • Master’s degree or higher in Social Work or a related field.
    • 5 Years management experience in a Social Services setting.
    • Fluency in second language that is spoken by a substantial number of MCS recipients.
    • Eligibility to become agency-affiliated Mental Health Professional.
    • Experience in interfaith and social service networking.
