    Position Description

    The Associate Director of Housing Development is responsible for managing the process of planning and development of housing projects that are designed to provide affordable housing for low-income individuals or families. As Associate Director, this position provides supervision to other housing developers on projects which they are primarily responsible. This position provides consultation and technical assistance to internal and external clients and oversees the budgeting process and management of approximately $50-60 million in development capital.

     

    Salary is DOE.

    Responsibilities

    Feasibility Analysis

    • Research and develop information required for project concept development and project budgets
    • Provide research and due diligence on funding sources and site acquisition, including land use actions, initial site design, coordination with client to ensure funding, design consistent with their vision
    • Lead development team through feasibility analysis, coordinating with internal staff and outside consultants

     

    Project and Construction Management

    • Manage construction contract/bid process
    • Manage acquisition of properties from purchase and sale agreement to closing and escrow
    • Manage design process with architects, including securing all land use and building permits
    • Participate in regular construction meetings; ensure flow of communication throughout construction process

    Funding Source Development

    • Maintain open and positive relationships with public funders, investors, and financial institutions
    • Assist Finance and Agency Leadership to understand loan, contract, and other documents
    • Identify appropriate funding and subsidy sources for each development project
    • Negotiate funding documents with various funding sources and private investors

    Project Close-out

    • Complete appropriate reports to all funders
    • Facilitate completion of necessary cost certifications with accountants and consultants
    • Finalize transition of all files and other materials

    Team/Internal Management

    • Manage housing developers and housing development assistants
    • Responsible for hiring, supervising any independent contractors providing development work, including draw preparation and specialized work, such as construction management or economic modeling
    • Provide other support and supervision to work of development team, as needed

    Agency Responsibilities

    • Shepard the Agency's development process ensuring compliance with all aspects, including coordination between Housing Operations, Accounting, external attorneys, executive management, the Board of Trustees, Directors Groups, Treasury Group, Champions, Stewards, and Community Development
    • Convene Agency direction and strategy groups involved in housing and community development, such as the Housing Ministry Group, Stewards, the Housing Development Update meeting to determine the Agency's housing strategy, prioritization, production schedule, risk determination, profit loss, and compliance

    Prepare and monitor Board resolutions related to housing and community development

    Qualifications

    1. Five years of progressive experience in all areas, including site selection, finance, design, and construction of affordable housing or related field
    2. Demonstrated ability working as a team member
    3. Proven leadership skills in a consensus oriented entity
    4. BA degree in finance, public administration, business, or related field
    5. Proficient in MS Word and Excel
    6. Excellent oral and written communication skills
    7. Experience in working with diverse groups
    8. Must have reliable transportation, valid Driver's License and automobile insurance, and be able to comply with requirements of Employee Driving Policy
    9. Commitment to the mission and goals of the organization

    PREFERRED QUALIFICATIONS:

    1. Case Management experience.
    2. Experience in serving those with special needs, such as homelessness, chemical dependency, HIV/AIDS, or mental illness.
    3. Experience working with youth.
    4. Experience in low-income housing setting.
    5. Multi-family low income property management.
