    Compensation range for this Full-Time position is $39,682 to $44,148/year DOE with an excellent benefits package including medical, dental, vision, and generous paid time off.


    Catholic Housing Services (CHS) develops, owns and manages affordable housing throughout Western Washington. With 50+ properties and over 2,000 units. CHS servces seniors, low-income families, homless individuals and families.


    The Compliance Specialist (CS), under the supervision of the Compliance Manager, is responsible for all aspects of compliance including secondary file reviews, communicate regulatory changes, provide training to staff, problem solve compliance issues, continually seek process improvement and report any non-compliance to Compliance Manager. The CS supports a minimum of 25 properties and accomplishes their work by supporting Division Directors with compliance matters. 


    Starting Hourly rate:  $20.35-$22.64, DOE with excellent benefits and generous paid time off.  This position may work remotely.


     Duties and Responsibilities:

    • Review new move-in, interim certification and annual recertification files to ensure accuracy and compliance with regulatory requirements.
    • Communicate with onsite staff regarding discrepancies / deficiencies noted within certification files.
    • Prepare and distribute annual recertification lists and notices on a monthly basis.
    • Prepare and review monthly, quarterly and annual compliance reports as required by City, County and State Funders.
    • Prepare responses to Compliance audits as needed.
    • Review data entered into WBARS by onsite staff for accuracy and advise when revisions are required.
    • Prepare and submit monthly TRACS submission for HUD sites.
    • Prepare monthly Compliance reports for financial statements.
    • Prepare and distribute weekly status reports to onsite staff and Division Directors regarding the status of all open files.
    • Assist the Compliance Manager with various tasks, as assigned.


    Minimum Qualifications:

    • Must have basic knowledge of Low Housing Income Tax Credit regulations, and all policies enforced by the Washington State Housing Finance Commission.
    • Must have COS, C3P, or smiliar designation
    • Must have the ability to effectively communicate with onsite staff, Division Directors and co-workers via email and over-the-phone.
    • Must be proficient in Microsoft Outlook, Excel and Word.
    • Must have high attention to detail / detail-oriented.
    • Must possess the ability to manage time effectively to prioritize and meet deadlines.
    • Applicant must successfully pass required background checks prior to an offer of employment.
    • Ability to work independently in addition to working as a member of a team.
    • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.


    Preferred Qualifications:

    • Experience with Bostonpost software preferred.
    • Experience with the WBARS online reporting system.
    • Experience with Enterprise Income Verification system.
    • Experience with HUD regulations, as outlined in the HUD Handbook 4305.3.
    • Minimum average typing speed of 50 WPM.
