In conjunction with the  Agency Director and with the support of the Network Builder, the Southern Services Director will promote new, as well as on-going, CCS service delivery efforts with local community members including local cities, county, foundations, community groups, Catholic parishes, the Deanery, and other institutions. Will actively search out new service delivery initiatives and diligently work to procure funding to bring these initiatives to fruition. Responsible for the development, implementation, and oversight of the programs serving people experiencing homelessness in Clark County and all other counties being served by CSS south of Thurston County.


The Southern Services Director is responsible for the management, successful operations, and growth of the 63 unit Non-Congregate Homeless Shelter, ensuring client exits to permanent housing, safety, contract compliance, preparing and monitoring budgets, grant writing, fund development, continuous program development, and public relations.


The Southern Services Director will support CCS with relationships with local leaders, community support, and public relations related to development of new affordable housing projects in the area.   Is responsible for fulfilling CCS’s goals and mission and for the development and enhancement of within the four counties the comprise the Archdiocese’s Southern Deanery: Clark, Cowlitz, Skamania, and Wahkiakum.    


Program and Community Development:

This position represents CCS in Vancouver, Clark County, and throughout the Southern Deanery. This includes managing relationships with multiple local funders, community leaders, and advocacy groups. The Southern Services Director takes an active role in advocating for services with local, county and state funders as well as providers, foundations, Parishes, Deaneries, and other organizations and institutions.


Program Operations

This position is responsible for providing leadership on services addressing the needs of people experiencing homelessness in Clark and surrounding counties.  This includes managing the service provision of emergency shelters and new program development.  This position steers the mission and vision for homeless and housing services in the Southern Deanery.   




Responsible for developing and safekeeping a workplace that values and supports a culturally and ethnically diverse work environment, that represents the clients served by the shelter.  Directly hire and support two Program Supervisors and 35 support staff.  Provide leadership through effective communication, coaching, and evaluation.  Provide oversight and support for the hiring and supervision of all shelter staff, ensuring that staffing levels are maintained consistent with service needs to ensure financial stability of the program and budgetary compliance.



Fiscal Management

This position is responsible for the fiscal health of services in the Southern Deanery, including the Bertha’s Place Shelter Program.  This includes oversight of budget management, grant writing, and government contracts.  This includes federal, state, and local government funds, which are subject to audit.


Fund Development

This position is responsible for developing and implementing—in coordination with the Fund Development office—a fund development plan for the Southern Deanery. 


Minimum Qualifications

  1. 6 years progressive supervisory experience in human services, or 4 years progressive management experience in a related field (BA Degree in Social Services, Business, or related field may substitute).
  2. Experience with and knowledge of people experiencing poverty
  3. Excellent communication and facilitation skills, both written and oral, including public speaking and making presentations.
  4. Demonstrated ability to establish community relationships
  5. Demonstrates the necessary attitudes, knowledge, and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  6. Commitment to developing and safekeeping a workplace which values and supports a culturally diverse work environment.
  7. Support and contribute to a creative, collaborative and respectful environment that promotes teamwork
  8. Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services and a knowledge of and commitment to working within the Social Teaching of the Catholic Church.

Preferred Qualifications

  1. Master’s Degree in Social Work, Public Administration, or other related field
  2. Demonstrated financial management experience with multiple funding sources: developing and monitoring contract budgets and performing ongoing financial analysis.
  3. Demonstrated knowledge and experience in emergency and transitional housing strategies for adults, including development, management, and supervision.
  4. Program and fund development experience, including grant writing.
  5. Knowledge of Vancouver/Clark County area human services providers.
  6. Experience organizing diverse groups of community volunteers.
