Catholic Immigration Legal Services (CILS) is a U.S. Department of Justice recognized program that provides and coordinates high quality legal representation on immigration matters in King and Skagit Counties. Catholic Immigration Legal Services has DOJ accredited representatives and a supervising attorney for immigration



The CILS Staff Attorney’s primary duty is to represent clients in their immigration matters according to the priorities of the CILS program.  Current priorities are citizenship, DACA clients, renewal of documents (green cards, employment), refugee and asylee applications for green cards, and family reunification.


The CILS Staff Attorney will recruit, train, mentor, advise and supervise pro bono volunteer advocates including firm attorneys, general counsel, solo practitioners, law students, and fellows.  The Staff Attorney will keep CILS staff updated about changes in laws, procedures and policies relevant to immigrants, and will assist in developing legal strategies to address emerging issues. Duties include directed advocacy, program development, program representation with public and private stakeholders, limited teaching and speaking, community legal clinics, and outreach.

  • With other CILS staff, conduct client intake and evaluate matters for purposes of issue spotting and placement. Refer clients whom CILS cannot serve to other providers of immigration services.
  • Maintain a sensible appropriate caseload, proportional to other job duties, that will include screening, advising, and representing individuals:
    • Facing removal proceedings or other immigration-related federal litigation matters, including, but not limited to: criminal or security grounds of inadmissibility or deportability, cancellation of removal, Board of Immigration Appeals and federal appeals practice, motion practice, and
    • In more specialized and complex immigration applications including, but not limited to: VAWA petitions, U and T visa applications, deferred action, and inadmissibility waivers.
  • Recruit and coordinate pro bono volunteer attorneys and advocates through fellowships, internships, clinic programs, and individual placements. Supervise placement of matters with pro bono volunteer attorneys and advocates, and provide ongoing supervision to them. Supervision includes advising and training on substantive family and immigration law and procedures; ensuring high quality legal work; and, ensuring case outcomes are met. Monitor the work of pro bono volunteers through electronic files, site visits, and periodic file review.
  • With CILS staff, develop responses and strategies in response to emerging issues.
  • Develop and provide in-house and outreach trainings, presentations and workshops. Develop and update materials for case placements.
  • Participate in community legal clinics. Conduct community outreach to encourage people to apply for citizenship or improve their immigration status.
  • As directed, represent CILS at local committees, coalitions, and collaborations. Serve as a liaison with local elected and law enforcement representatives, with the aim of enhancing CILS presence and voice.
  • Maintain and update electronic files in Cerenade eImmigration, as well as physical case files.
  • Comply with program reporting requirements, such as maintaining monthly statistics and case reports. Report to partners and stakeholders, and assist with requests for information about the program.  Provide information for funding proposals.



  • Juris Doctor.
  • Experience in immigration law.
  • Admission to the Washington State bar.
  • Excellent oral and written communication skills in English.
  • Excellent organizational and computer skills.
  • Ability to work in a fast‐paced environment.
  • Ability and experience working with diverse individuals and communities.
  • Ability to work independently and as a member of a staff team.
  • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
  • Criminal history background checks are required prior to employment.
