Program Description

The Coordinated Care Agency (CCA) provides innovative, welcoming, and comprehensive services and housing for people experiencing deep poverty and homelessness. The purpose of our work is to ensure people have access to healthcare and supports they need to thrive. The team works to promote social changes to dismantle systemic racism, injustices and inequities that contribute to housing instability.

 

Bakhita Gardens and Dorothy Day House provides safe and comfortable dwellings for a diverse community of women, particularly those most vulnerable. The women we serve are very low income, have experienced long-term homelessness, and live with disabilities that include mental illness and substance use disorders.

 

Three programs exist in the Bakhita Gardens building: Noel House Enhanced Shelter: 20 semi-private shelter units where homeless women can stay for up to a year while looking for permanent housing; Noel House Permanent Housing: 20 semi-private permanent housing units designed for women who have been homeless the longest and who have the most difficulty navigating systems; Rose of Lima House: 50 single-room occupancy units of Permanent Supportive Housing for women moving out of homelessness. Bakhita Gardens fosters a supportive, team-oriented work environment where each staff provides advocacy, information and referrals to the women using our services.

 

Dorothy Day House offers 41 single-room occupancy units. It is a resident managed program that is supported by staff that promotes and encourages resident responsibility, independence and individual growth

 

Position Description

The Facilities Manager will primarily be responsible for ensuring that routine, preventative, and emergency repairs and maintenance are conducted in a consistent, efficient and cost-conscious manner within both properties. 

 

This role will directly supervise a Maintenance Technician and 2 janitors, and will take the lead  on all facility safety needs, vendor relations, and will respond to after hours facility emergencies.  This position will ensure that repairs and preventive maintenance are performed and documented for compliance with CCA and King County. The Facilities Manager role is hands-on; able to quickly change priorities to meet emergent needs. perform routine inspections of facilities and manage these assets in coordination with the Program Director. This role is involved in preparing the annual maintenance/facilities budget and will lead in monitoring expenses.  They will oversee the functioning of all building systems including mechanical, electrical, fire safety, plumbing, and waste management.

Responsibilities

Facilities Maintenance & Management

  • Lead the maintenance and repairs, delegating priorities to the maintenance and janitorial staff, and communicating to the team as needed.
  • Keep Program Director and Property Manager current about issues of maintenance, cleanliness, building security and safety issues. Troubleshoot problems and propose solutions including preventative and long term maintenance plans.
  • Assist Program Director and Property Manager to develop systems that ensure regularly needed maintenance and janitorial supplies are always on site in quantities that are needed.
  • Conduct annual/seasonal maintenance and security inspections. Ensure the completion of routine inspection reports performed by other maintenance staff and ensure the completion of actionable findings by engaging related staff and vendors to resolve issues in a timely manner.
  • Perform and oversee a variety of maintenance tasks and ensure needed repairs, including, but not limited to: unit turnovers, changing locks, plumbing issues, furniture assembly, appliance and fixture repairs, interior painting, deep cleaning, and junk removal.
  • Ensure exterior and interior of building and grounds are clean and well-maintained.
  • Provide support to janitorial/ maintenance staff who need vendor referrals and act as liaison between the vendor and site staff by coordinating services.
  • Understand the functions of the fire control, plumbing, HVAC, electrical and security systems and maintain accurate maintenance records.
  • Respond to emergencies in the building 24/7 and perform or coordinate emergency repairs. Communicate updates to Program Director.
  • Maintain accurate and updated records of building appliances, purchases, repairs, work orders, unit inspections, vendor contracts and invoices.
  • Supervise staff use/possession of keys and keycards.

Safety and Emergency Preparedness:

  • Ensure all sites have up to date disaster and emergency response plans, including annual plans for emergency drills.
  • Lead the monthly Safety Committee and ensure building compliance with Disaster Guidelines.
  • Ensure Bakhita Gardens and Dorothy Day House staff are in compliance with the CCSWW Comprehensive Safety Guidelines.

Project Management and Vendor Relations:

  • Direct and organize construction and renovation projects. Coordinate bids from independent contractors when appropriate, overseeing their work and delivery of services. Work closely with program leadership to coordinate project scheduling.
  • Responsible for following the CCSKC’s procurement and contract process when engaging vendors, soliciting bids, negotiating pricing and overseeing the quality completion of vendor services.
  • Maintain a master list for various vendors needed to maintain buildings such as landscaping, HVAC, plumbing, and security alarms. Maintain a schedule for periodic competitive bidding.

Staff Supervision:

  • Supervise one Maintenance Technician and two janitors.
  • Ensure performance evaluations are conducted and issues are addressed.
  • Conduct regular team meetings to ensure planning and reporting on all departmental activities. Foster positive communication and team work among staff.
  • Provide continuing education and leadership development opportunities for staff.
  • In collaboration with the Program Director, provide direction to staff to ensure maintenance and safety issues are addressed.

Other Duties As Assigned:

  • Other responsibilities as directed to maintain the daily functions and needs of Catholic Community Services of King County.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material.  Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.  Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

  • Able to hear telephone rings, phone conversation and face-to-face conversation, door bells and emergency alarms.

  • Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor living spaces and identify concerns that require staff response.
  • Able to sit for sustained periods of time.
  • Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
  • Mobility/dexterity of hands/arms to enable keying into a unit or other locked area as well as using computers and other office equipment.
  • Ability to prioritize multiple tasks, and to work independently and as a team member.
  • Ability to regularly lift and carry up to 20 pounds and occasionally up to 40 pounds.
  • Regularly able to perform duties as assigned.
  • Able to make independent decisions and apply sound judgment in performing job duties.

Qualifications

  • BA or equivalent work experience.     
  • Five (5) years prior experience in maintaining a company’s physical properties with the ability to lead and motivate others.
  • Prior supervisory experience in high-volume, deadline-oriented work environment
  • Exceptional customer service aptitude.
  • Demonstrated facilities-related project management experience.
  • Must have basic knowledge of carpentry, flooring, plumbing, painting, drywall installation and repair, and HVAC systems.
  • Experience working independently, prioritizing work tasks, and following through with completion of tasks.

  • Criminal history background checks are required prior to employment
  • Regular access to a vehicle and ability to meet the agency driving policy standards.

Preferred Qualifications 

  • Knowledge of services for homeless individuals, low-income housing projects, and resources for low-income people in Seattle.
