Catholic Community Services of Western Washington and the Archdiocesan Housing Authority (doing business as Catholic Housing Services and Coordinated Care Agency) are outreaches of the Catholic Church in Western Washington. Supportive Services for Veteran Families provides Rapid Rehousing services for Veterans experiencing homelessness. The focus of the program is to assist Veterans and their families in finding a permanent place to call home. The program is funded through a grant with the Veterans Administration.

The Program Manager (PM) I, provides leadership to manage all parts of the Navigate Homeless Veterans to Housing program and is a member of the Veteran Services Team within King County Catholic Community Services. They will work collaboratively to provide a continuation of services from initial outreach to permanent housing to Veterans and their family members who have experienced homelessness in King County.  This position is responsible for carrying out the mission of promoting housing stability for veterans in King County who are unhoused and unaware of or hesitant to engage in services by outreaching, engaging and connecting them to needed resources.   

The Program Manager provides oversight, coordination and implementation of this Veteran Senior and Human Service Levi (VSHSL) funded program.  They directly supervise 1-2 outreach Case Managers, manage the grant contract to achieve milestones and reporting standards, and maintain program compliance within the VSHSL contract requirements.  They will manage fiscal operations ensuring spending is within contractual limits.

Responsibilities

Supervision/Leadership

  • Provide supervision, training, leadership and mentoring to Outreach Case Managers
  • Oversee staff hiring, recognition, annual reviews, and disciplinary actions
  • Manage staff outreach efforts in the community to provide Veteran navigation services
  • Develop an outreach training program for new staff
  • Promote and support best practices in: Navigating Veterans who are unhoused through the Coordinated Entry Process, Housing First and Harm Reduction, Loss and Grief, Trauma-Informed Care, Veteran Centric Care
  • Collaborate closely with SSVF leadership

Outreach Services/Veteran Engagement

  • Build trust and rapport with Veterans who are unhoused in the community
  • Build Partnerships with Internal and External community providers to connect Veterans with outreach services
  • Provide expertise in navigating the Veteran Coordinated Entry System
  • Develop strategies to support Veterans who are unaware of or hesitant to engage in services
  • Screen all outreached Veterans for Veteran housing services and other needed resources
  • Attend Veteran Case Conferencing meetings to advocate for and nominate Veterans for housing resources
  • Provide Flexible Financial assistance to engage Veterans and support emergency and permanent housing stability

Program Compliance

  • Provide oversight and training to ensure data is entered accurately into King County HMIS, CCS Clarity and for reporting to funders
  • Ensure compliance with client record keeping
  • Conduct case file reviews for ongoing quality assurance, training and grant compliance in accordance with mandatory contract guidelines.
  • Help ensure credit cards, timesheets and AP requests are accurate and submitted on time.
  • Assist in preparing and writing grant applications and renewals
  • Prepare for and help with annual VSHSL and CCS audits for this contract

Contract Management

  • Oversee contract is following the DCHS contract
  • Submit an annual budget and report to King County
  • Maintain the relationship with the funders Contract Monitor

Fiscal Management

  • Submit timely billings, reports, and invoices
  • Prepare the annual program budget
  • Practice strong fiscal stewardship through monitoring and controlling expenses
  • Track, review, approve and reconcile client assistance expenditures

Other

  • Maintain regular, scheduled office and outreach hours
  • Assist the SSVF program as needed
  • Perform other duties as assigned

Job Conditions

This position requires extensive travel and outreach in the community. There is pressure to get Veterans in housing quickly; working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness and may be experiencing anger or frustration.  Extensive use of telephones and computers will be required.

Qualifications

Minimum Qualifications

  • 3 years’ experience in social services or equivalent combination of lived and work experience in social services (An associate or higher in human or social services plus one year experience may substitute this work requirement).
  • An understanding of and experience with military culture
  • Strong supervisory and leadership skills
  • Knowledge of the issues and obstacles encountered by chronically homeless Veterans with possible substance use disorders
  • Demonstrable skills in addressing mental health, medical issues, and substance use disorders, crisis intervention and other issues related to homelessness.
  • Ability to communicate effectively, both orally and in writing.
  • Proficiency in word processing and Microsoft programs
  • Support and uphold the mission, beliefs and values of Catholic Community Services
  • Demonstrate the necessary attitudes, knowledge, and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Valid driver’s license, insurance, and vehicle with the ability to drive between King County sites and outreach locations

Preferred Qualifications

  • Military Veteran
  • Masters Degree in Social Work, Psychology, or related field w/ 2yrs experience.
  • 1 years’ experience supervising staff.
  • Knowledge and experience with harm reduction and trauma informed care
  • Good knowledge of area resources.
